The framework

A council changes hands; a commitment is declared; something is or is not commissioned and built; and only then might an environmental signal move — while organised public action runs alongside, sometimes ahead of the politics, sometimes behind. No one system tests that chain: a commitment is not delivery, and delivery is not an effect. So five are assembled and read together. A research framework, not a proven causal chain.

The observation window

Nothing can be compared across systems until all of them sit on the same timeline. The political record provides that timeline; the others are being fitted to it one at a time, each declaring how far it has got.

These units do not currently align, and the observatory does not pretend they do. Registration between them — boundary vintages, lookups and entity resolution — is analytical work still to be done, and every cross-system reading waits on it.

The stations

The observatory is being assembled one system at a time: the electoral record, policy and procurement registers, ecological observation and climate services, and the record of organised public action. Each has to be obtained, made internally consistent, and placed on a shared timeline and a shared map before any relationship between two of them can be tested.

What this work demonstrates

Whether a declared political commitment ever reaches the ground is a question no single register answers. Five evidence systems — the electoral record, policy and procurement registers, ecological observation, climate services and the organised public record — are being obtained and placed on one timeline and one map, so that the joins between them can be examined. The observatory is under construction and no findings are claimed: relationships are reported only once a versioned analytical release has tested them.

Where this approach could be applied

The same reconnaissance and registration approach could support organisations that need to establish whether a question is answerable at all before committing to an analysis, particularly where the evidence spans institutions, geographies and time.
