What environmental traces become visible when political power changes?

The evidence base
Key — how to read every figure on this sheet
- Evidence modelled
- Source material has been acquired, structured and validated as an evidence layer. Cross-system relationships remain untested.
- Acquiring
- Source confirmed; acquisition and normalisation are underway.
- Structured sample
- The source has returned a structured sample that has been inspected — not yet analysed.
- Route confirmed
- An access route exists and is verified; dedicated acquisition has not begun.
- Illustrative
- The marks show the intended structure of a figure. No data sits behind them.
- Unresolved geography
- The geographic or entity join between units has not been resolved. Alignment is analytical work, not a lookup.
- Untested
- A relationship the observatory is built to examine. No analysis has been run.
- Loading
- Data has been requested from the reader and has not yet arrived.
- No records
- The reader answered and there are no records in this view.
- Supported
- Backed by a published, versioned analytical release. Nothing on this page carries this status yet.

Confirmation of likely scope — not of final fields, conclusions or visualisations. The register describes the research process; nothing from inside any source is published here.
The observation window
Shared chronology datum
Provisional window 2015–2026
Lane marks are illustrative structure — the kind of record each lane will hold, not events that occurred. The window itself is provisional until the political spine defines the real observation period.
Geographies in registration
Unresolved geographic registration
Abstract frames, deliberately out of register · no real boundary drawn
Local authorities
councils — plans, scores, services
Electoral areas
wards and divisions — ballots, results
Constituencies
parliamentary geography — representation
Point observations
species records, monitoring sites
Organisations
buyers, suppliers, groups — no inherent geometry
National events
bills, acts, moments — no local geometry
These units do not currently align, and the observatory does not pretend they do. Registration between them — boundary vintages, lookups and entity resolution — is analytical work still to be done, and every cross-system reading waits on it.
The stations
ST. 01
The election archive
The political spine: every election, ballot, candidate, party, result and turnout figure for the places under observation, with the geographic identifiers the other systems will register against.
Evidence layer assembled · cross-system linkage not yet run
→Data contract
- Expects
- elections, ballots, candidates, parties, results, turnout, electorates, dates, geographic identifiers
- Geography
- electoral areas · constituencies · local authorities
- Time
- electoral cycles, event-dated
- Caveat
- Assembly in progress. No political reading is made here — the archive is the datum other systems are read against.

ST. 02
Council climate action
What authorities have said they will do: climate plans, declared commitments and published action-score assessments, held per authority so change of intent can eventually be read against change of control.
Policy and commitment evidence modelled · assessment and alignment work ongoing
→Data contract
- Expects
- plan presence and dates, commitments, third-party action scores with citations
- Geography
- local authorities
- Time
- plan and assessment dates
- Caveat
- Route confirmed, not yet acquired. Entities shown in the illustrative structure are generic (Council A, B, C) — no authority is characterised.

ST. 03
Procurement & institutional delivery
What institutions commission and buy: public contract notices and awards as documentary traces of institutional activity, to be compared with policy commitments once their source and lifecycle semantics have been resolved.
Whole-corpus acquisition and source reconciliation underway
→Data contract
- Expects
- notices, awards, buyers, categories, values and dates — aggregated and thresholded before publication
- Geography
- organisations · buyer regions (registration unresolved)
- Time
- notice and award dates
- Caveat
- Structured samples inspected; no aggregation or join has been run. No buyer or supplier is characterised.
Source routes — Contracts Finder · Find a Tender
ST. 04
Ecological observation
The biological record: species observations as point evidence of what is present, where, and when — the ground truth the political systems will be read against.
Structured sample inspected · geographic registration unresolved
→Data contract
- Expects
- observation aggregates by cell and period, taxon groups, recording-effort context
- Geography
- point observations (registration to areas unresolved)
- Time
- observation dates
- Caveat
- Observation density follows recorder effort, not ecology alone — the effort caveat travels with every future figure.

ST. 05
Policy & campaign chronology
The national and organised record on one clock: parliamentary bills and policy events alongside Friends of the Earth groups, campaigns, research and policy publications.
Policy chronology modelled · campaign and network processing ongoing
→Data contract
- Expects
- bills and stages with dates; groups, campaigns and publications with dates and places where stated
- Geography
- national events · organisations · local groups
- Time
- event-dated, aligned to the shared spine
- Caveat
- Parliamentary records sampled; the FoE corpus has a confirmed route awaiting acquisition. Sequence is not causation.
Source routes — UK Parliament — bills & policy events · Friends of the Earth — groups, campaigns, research & policy
ST. 06
Observed & projected climate exposure
The climate context each place is acting inside: observed records and projected exposure from national climate services, held per authority.
Route confirmed · dedicated acquisition not yet begun
→Data contract
- Expects
- observed and projected climate variables per local authority, with scenario and baseline metadata
- Geography
- local authorities
- Time
- observed baselines · projection horizons
- Caveat
- Route confirmed, not yet acquired. Projections are scenarios, not predictions — the distinction will be carried on every figure.

The test bench
Relationships awaiting evidence
5 candidates · 0 testedPolitical ⇢ Policy
Does a change of political control alter the ambition or pace of a council’s climate commitments?
Policy ⇢ Delivery
Do declared commitments surface in what institutions actually commission and buy?
Delivery ⇢ Environmental
Does delivery leave a detectable trace in the environmental and ecological record?
Campaign ⇢ Political
Does organised public action precede political change, follow it — or move independently of it?
Environmental ⇢ Political
Does lived climate exposure register anywhere in how places vote and who represents them?
Questions, not claims. A relationship leaves this bench only when a versioned analytical release has tested it — in either direction, including the null result.
What this work demonstrates
Whether a declared political commitment ever reaches the ground is a question no single register answers. Five evidence systems — the electoral record, policy and procurement registers, ecological observation, climate services and the organised public record — are being obtained and placed on one timeline and one map, so that the joins between them can be examined. The observatory is under construction and no findings are claimed: relationships are reported only once a versioned analytical release has tested them.
Where this approach could be applied
The same reconnaissance and registration approach could support organisations that need to establish whether a question is answerable at all before committing to an analysis, particularly where the evidence spans institutions, geographies and time.
